According to ohms law ,it states that the current flowing through a metallic conductor is directly proportional to its voltage provided temperature and all physical factors are kept constant.v=IR
So a good conductor becomes charged when current flows through them

They get voltage applied to them which creates the current which creates heat or maybe an electromagnetic field or even a capacitive charge.
