As long as they both are on the same scale (Celsius or Fahrenheit), it is.

It's colder regardless of scale.
-12°C*9/5 +32=10.4°F
-12°C is colder than 12°F
-12°C is colder than 12°C
-12°F is colder than 12°F

Yes it is colder. If you think of it on a scale, the bottom being the coldest and the top being the warmest, -12 is under 12

Yes, in any scale whether degree celsius , fahrenheit or Kelvin. -12 is way colder than 12 degrees.

as long as they are both measured on the same scale (centigrade, kelvin etc) then YES.
